On 16 December, Ligang water plant phase 1 project opening ceremony was held at Binjiang road of Tongzhou district.

The location of Ligang water plant is the previous place of Jiangsu Jiaolong Heavy Industries on the side of Shanghai-Suzhou-Nantong Yangtze River Bridge, close to the coast of the Yangtze River. As one of the 2020 Nantong practical projects for people, the total water supply amount of Ligang water plant project is 1.2 million cubic meter per day. The project was planned one time and will be built in three stages. The water supply of phase 1 project is 400 thousand cubic meter per day. The planned total investment is about 1.8 billion Yuan. The major water supply area covers the previous Gangzha district, Haimen district and north part of Tongzhou district, places like Rudong county and Tongzhou bay, and regional water supply of Rugao and Hai’an.

In the present, there are three water plants which are Langshan, Chonghai and Honggang plants. The daily water supply is 2 million cubic meter. Ligang water plant will be completed and in operation by the end of 2022. The intake of Ligang water plant is 2 km in the downstream of Shanghai-Suzhou-Nantong Yangtze River Bridge, in the main water channel of Yangtze River three kilometers from the coastline to ensure raw water quality of the source.
