Nantong bureau of commerce (general administration of the Customs) organized departments including Customs, marine affairs, and exit-entry frontier inspection to carry out ‘optimize port business environment, promote cross border trade convenience special action’, introduced 30 cross border trade convenience measures, to optimize clearance procedure, innovative management approach, improve clearance efficiency, and reduce clearance cost.
The ‘special action’ will be implemented in six aspects, including improving ports open level, promoting foreign trade high quality development, optimizing Customs clearance procedure, regulating fees, promoting ports information intelligent building, improving cross trade general service environment.
In terms of optimization of clearance procedure which a lot of companies pay attention to, Nantong will promote Customs operation integration reform, optimize import and export goods clearance mode, support superior Customs to implement Customs declaration items integration and simplification, support enterprises to choose import and export declaration mode themselves, optimize ‘declaration in advance’ and ‘two step declaration’ clearance mode, promote ‘two stage admission’ information supervision pilot stations. According to the application from the companies, for those goods which satisfy the conditions, new type of supervision and management mode such as ‘joint inspection’, ‘transfer inspection’, and ‘conditional pick up and delivery’ will be implemented, to reduce the time and cost of the goods in harbour area. Market requirements and enterprises’ will will be respected, and ‘direct pick up by the ship’, ‘direct unloading once arriving at the port’ new type of logistics operation mode will be implemented at ports with conditions. At the same time, overseas warehouse building of enterprises will be supported. Cross border e-commerce export return policy will be improved. Export tax refund progress will be accelerated, to ensure that by the end of 2022, the average time for normal export tax refund in taxation department will be reduced to within 4 working days.
